This serves two purposes - It provides strength to the shutters and also gives you greater control over privacy and light by giving you the option to close the bottom section whilst keeping the top open. Mid-rails are added at no additional cost. 

Full Height Shutters can be combined with a Tracked system if covering a wide span over 2.5m.
